Representatives from EGPA and our member organisation, GAYLESPOL (Spain), participated in the launch and training for trainers event of the updated COE training manual in Barcelona.

On 10 March 2025, the SOGIESC Unit of the Council of Europe, in collaboration with Gaylespol, the association of LGBTI+ police officers in Spain and the European LGBT Police Association (EGPA), launched the updated training manual “Policing Hate Crime against LGBTI Persons: Training for a Professional Police Response”.
This institutional launch took place at the Ministry of Interior and Public Security in Barcelona and included a panel discussion with:
Carlos Prieto Gómez, Delegate of the Government in Catalonia;
Josep Lluis Trapero, General Director of the Police, Department of Interior and Public Security of the Generalitat of Catalonia;
Daniel Limones, General Director for the Coordination of Local Police of the Department of Interior and Public Security of the Generalitat of Catalonia;
Javier Rodríguez, Barcelona City Council Commissioner for Children, Adolescents, Youth and LGBTI Policies;
Thorsten Afflerbach, Head of the Inclusion and Anti-discrimination programmes Division of the Council of Europe; and
Alain Parmentier, President of the European LGBTI Police Association (EGPA).
The updated Training Manual is designed to provide assistance, information and the appropriate tools for conducting training for law enforcement on identifying and investigating hate crimes against LGBTI persons. This event is part of the EU/CoE joint project “Combating Anti-LGBTIQ Violence and Hate Speech, and Strengthening Awareness and Fact-based Narratives about LGBTIQ People.”
